Rules and Regulations

I. Introduction
The iBL was created for modern baseball fanatics to put their baseball knowledge against others. The league will begin in 2009 with all 30 real major league teams. The iBL will use ootpX, however the player set or roster set is up to date as of 12/24/2009! The minor league systems include real prospects found on the real major league teams.

II. League Setup
Basic Setup
<> Financials are enabled.
<> Scouts are on, Coaches are on.
<> DH is on in the American League.
<> Simulate Minors is enabled.
<> Injuries set to low.
<> Ability Ratings are set to 1-100 scale.
<> Talent Ratings are set to 1-100 scale.
<> Other Ratings are set to 1-100 scale.
<> Scouts/Coaches Ratings are set to 1-100 scale.
<> Overall/Potential rating system is 20-80 scale.
<> 40-man Roster Rule: Enabled.
<> Waivers: Enabled.
<> Waiver Period: 21.
<> DFA Period: 31.
<> Minor League Option Years: Enabled.
<> Rule 5 Draft: Enabled.
<> Salary Arbitration: Enabled.
<> Minor League Free Agents: Enabled.

Financial Setup
<> Salary Cap: None.
<> Salary Minimum Cap: None.
<> Team Cash Maximum: $15,000,000. (Goes to 25 Million in 2010 season)
<> Minimum Player Salary: $400,000.
<> Revenue Sharing: Luxury Tax
<> Soft Cap (% of average payroll): 20%
<> Average Media Contract: $34,783,500
<> Media Contract Fixed: No, based on team market size

Misc. Setup
<> Playoff Mode: Division winners plus wildcard(s) qualify.
<> Allow trading of recently drafted players: No
<> Allow draft pick trading: No
<> Amateur Draft: December 31st (part of Off-Season), 30 rounds, 5 by owner.

Schedule
The league will play a 162 game schedule with interleague play. The winner of each division as well as one wildcard team will advance to the playoffs. The iBL World Series will be a best of 7 games to be called "The iBL World Series Champions".

Simulation Schedule
Sims will be run on Monday/Thursday around 9pm Eastern Standard Time zone and Saturday at 5pm Eastern Standard Time zone. Each sim will be ten days being simulated. Your lineups should be submitted via ftp to server 1 hour prior to the above sim times (DUE BEFORE 9pm EST or 5pm EST). Aftr the deadline we might sim at a little faster pace meaning an extra game or two each sim in order to get to the playoffs quicker.

III. Duties
Commish – Adam Brown (Vandals GM)
The duties of the commish will entail, but not be limited by, the following list of duties:
<> Process sims
<> Upload new league files
<> Maintain the website (with owner's help with articles)
<> Handle offseason duties

AL President - Junior Durand (Knights GM) / NL President
The duties of the assistant commish will entail the same duties as the commish when the commish needs to be absence. Additional duties include:
<> Discussing any issues with the league presidents to keep issues at as low a level as possible
<> Raising issues to the commish when the issue cannot be resolved at the assistant commish's level
<> Serve as part of the league's trade commission when a questionable trade has been made
<> Any other duties as determined

Owner/General Managers
GM duties are listed below:
<> Insert your e-mail address into the game via GM Options
<> Submit lineups on time
<> Submit articles on the website periodically
<> Make decisions in the running of his/her team
<> Submit any ideas they have to commissioner
<> Posts on the iBL Forum

IV. Trading
Basics
The league makes no boundaries with regards to trading, but all trades will be reviewed to maintain a resemblance of equality in each trade. That being said, only an OBVIOUSLY one-sided trade or one that put teams in budget problems will be vetoed. Amateur picks may not be traded. Players draft cant be traded till june 15th.

Deadline
The trading deadline is July 31. The sim that would normally end July will be stopped on July 31, to allow trading prior to the next sim. Deadline deals must be posted/confirmed prior to the sim times already stated in this document.

Procedure
One owners must post the complete trade on the league forums, under "Pending Trades". The other owner must comfirm the deal with "I accept or any other word(s) that mean the same." An example is setup below. This is need for the trade to be 'official'. Only very questionable trades will be reviewed by the league trade commission (Commissioner and the AL/NL Presidents - Also a random gm maybe called upon when the commish/presidents are involved in deal).

Vandals trade:
SP - Joe Unknown (ML)
SS - Joe Unknown (AA)
MR - Joe Unknown (A - Shasta County Knights)

for

San Francisco Giants trade:
SP - Jonathan Sanchez (ML)
C/SS - Buster Poser (A - San Jose Giants)

In Season Free Agency
Each team may make an offers to free agents in-game. A Free Agent may choose to accept or reject any given offer. Players signing offers will be put on the team's Designated for Assignment list and will need to be moved into their appropriate roster spots for the sims. For Off-Season Free Agency, see section V.

Waivers
The waiver period length will be 21 days. With simulation lengths set at 10 days, each team will have an opportunity to submit a waiver claim by using the in-game waiver claim system. Additionally, teams with the ability to remove a player from waivers will be given the opportunity to do so during the following simulation.

Players Designated for Assignment
The Players Designated for Assignment length will be 31 days. Any players remaining in a team’s Designated for Assignment area past the expiration date will be released from the team, with the team paying any salary still owed to the player.

VI. Off-Season
The off-season schedule is listed below because it contains how the off-season sims will go. The sims will stop on the game dates listed below. Schedule is as follows:

11/27 - Salaray Arbitration
11/30 - Eligible Players File for Free Agency / Free Agency Begins
12/1 - Rule 5 Draft
12/6 - Free Agency Signing Day
12/11 - Free Agency Signing Day
12/16 - Free Agency Signing Day
12/20 - Winter Meetings Starts / Free Agency Signing Day
12/26 - Winter Meetings Ends/ Free Agency Signing Day
12/31 - First Year Ametuer Draft
1/12 - Free Agency Signing Day
1/24 - Free Agency Signing Day
2/6 - Pre-Season / Rule Changes / Free Agency Signing Day
3/8 - Spring Traing Begins
3/21 - Mid Spring Training
4/7 - Regular Season Begins (Back to regular Mon/Thursdays)

VI. Drafts
Amateur Draft
The amateur draft will be held on game calendar date of December 31st, the off-season. The draft will contain 30 rounds with only the first 5 rounds being conducted with general manager input. After the 5th round, the computer will complete the final 25 rounds for each team. iBL will use the in-game draft list process for conducting this part of the draft.

Rule 5 Player Draft
The Rule 5 player draft will be held on a game December calendar date to be determined. Teams will be notified prior to the Rule 5 draft simulation that they must protect players by a particular simulation date. If a team wants to protect any Rule 5 draft eligible player, it is the team’s responsibility to place the player on the 40-man roster. The Rule 5 draft will be conducted with a draft list being submitted to the commissioner prior to the draft simulation. If no draft list is submitted, it is assumed the team will not participate in the Rule 5 draft.

NOTE: Any player selected in the Rule 5 draft must remain on the team’s Active 25-man roster and 40-man roster for the entire season. Otherwise, you must return the player back to the original team.

VII. Roster Management
Hitters
Two Catchers (or players rated as C) must be kept on each ML roster. Players are eligible to play any position they have ratings for. Players can be put at any position, but you will likley cause more grief for your team than it may be worth. A player MAY learn a position if they are placed at an unfamiliar position in the minors or majors. They just may not be very good, thus limiting their effectiveness at that given position, and your team's overall strength.

Pitchers
Teams may use a 4 or 5 man rotation. SP may relieve and close, but MR must have ratings as a starter in order to pitcher in the starting rotation. MR may be used as a closer regardless of their designation.

40 Man Roster
Any player with a major league contract has to be on the 40-Man roster. A player may refuse to be demoted from any roster and you will have to deal with him accordingly.

VIII. Community Forums
Basics
You must register for the forums. When registering your usersame should represent the team you are managing. (EX: Vandals_GM)
